The first meeting of House of Representatives (HoR) and High Council of State (HCS) dialogue committees on the Libyan Political Agreement (LPA) amendment kicked off in Tunisia on Tuesday as part of the first stage of Libya Action Plan presented by the UN special envoy to Libya, Ghassan Salame, on the sidelines of the UN General Assembly meetings in Ney York.

The founder of September 25 Movement, Basit Igtet, declared Tuesday that he intends to form a new government before the end of next October. In a video posted on social media, he said peaceful marches would continue until they achieve their goal, indicated that the government he intends to form will win approval of all parties. Basit Igtet supporters filled Tripoli’s Martyrs’ Square on Monday demanding new political change in the country. Dozens of anti-Igtet protesters also marched in the square demanding him to leave the country.

The Head of the Presidential Council Fayez Al-Sirraj met with security and military officials of interior and defense ministries in Tripoli after he arrived Monday from the US. The meeting was also attended by mayors of Sooq Al-Jumua and Central Tripoli, where all discussed the security situation of the capital.

The two committees from the House of representatives and the High Council of State, which are tasked with amending the Libyan Political Agreement, arrived in Tunisia Monday, with the negotiations starting on Tuesday under the supervision of the UN envoy to Libya Ghassan Salame. The aim is to amend the LPA as per article 12 of the same agreement.

The Second Libyan Agricultural Exhibition opened Monday in Tamnehent, northern Sabha city. The opening was hosted at exhibitions ground with several farmers, and businesspersons from southern Libya and elsewhere taking part. The exhibition lasts for four days.

The elders council of Tobruk banned the use of weapons inside residential areas as a child was killed two days ago by a random gunshot. The council told the security department to take the needed measures to ban gunshots at celebrations and wedding parties in coordination with the wedding halls' owners. This step addresses the recent calls to end the random gunshots in the city.

The education ministry of the UN-proposed government said Monday that the new school year will kick off on October 15. It also issued for the primary and secondary schools' calendars.

The Sabha Students Union agreed to the Sabha University decision to delay study. The decision of the union was pronounced in a statement, adding that the safety of students and the teaching staff is a red line and that study can be resumed once security prevails and living conditions become better in the city.

Misrata, Zliten, Gharyan, Al-Zawiya, Nalut, Sabha and other cities saw demonstrations in support for the September 25 Movement that was kicked off in Tripoli Martyrs Square on Monday as urged for by Basi Igtet. Demonstrators held slogans calling for change, denouncing military rule and the current crises in Libya.

The Head of the Administrative and Financial Affairs Department at the eastern Passports and Citizenship Authority Ahmed Madi said the Benghazi building of the authority is under service and repairing works, with assessments to the equipment and the damage inside it. He added that the working hours will be more in the nearest future, hailing the efforts of the "good people" who helped fix the damage.

The Head of the Presidential Council Fayez Al-Sirraj praised Monday Tripoli and said he was so proud of it as it showed how civilized it was to embrace all Libyans. He also thanked security apparatuses who helped secure the demonstrators who went to express their different opinions in public, adding that such an event is the wining card of February revolution. Al-Serraj also said that reaching authority and power comes by the will of Libyans through transparent elections and not through toppling over the authority or hindering the political process by threatening the capital and causing division.
