The first meeting of House of Representatives (HoR) and High Council of State (HCS) dialogue committees on the Libyan Political Agreement (LPA) amendment kicked off in Tunisia on Tuesday as part of the first stage of Libya Action Plan presented by the UN special envoy to Libya, Ghassan Salame, on the sidelines of the UN General Assembly meetings in Ney York.  

Salame spoke in the opening session and that’s the main points he raised:

- Libyan Political Agreement needs “trimming”.

- Amendments to LPA will be limited.

- We hope both committees will finalize the amendment of LPA within weeks and we hope the HoR will approve it before the end of November.

- In this stage, we discuss articles, not names.

- In the second stage, we will discuss names according to LPA.

- We seek support to LPA amendments from other countries.

- I ask HoR and HSC to work for making LPA amendment acceptable for the largest number of MPs.

- We opened the door for other parties to take part in the political process.

- One of the problems is that the political agreement has not been widely adopted.

- There are kidnapped institutions and it’s time to gain them back.

- The executive authority in Libya is not working well, there are no services.  

- Differences in Libya are solvable.

- We don’t interfere in the political and sovereign decisions of Libya.
