From London on Thursday, the US Secretary of State Rex Tellirson and his UK counterpart, Boris Johnson both reiterated full support for the UNSMIL and the UN envoy to Libya, Ghassan Salame, in their efforts to regain stability in Libya.

A workshop designed to focus on the phenomenon of arbitrary detention in Libya was launched in Tunisia, under the context of national reconciliation. The workshop, overseen by the United Nations Support Mission in Libya (UNSMIL), will last for two days. Over 40 Libyan personalities including mayors, representatives of municipal councils, civil society organizations and a number of legal specialists were present at the workshop.

Members of the High Council of State representing the city of Derna, Mansur Hasadi and Hassan Estetah, called on the President of the Human Rights Council of the United Nations, Joaquín Alexander Maza Martelli, to take urgent action to lift the siege that is draining the life out of the city and to introduce the necessary safeguards to avoid a humanitarian disaster. In a message, the two members also urged Joaquín to send a UN team to the city to determine the humanitarian situation, stressing that the siege of civilians is contrary to international law. They also demanded that civilians be spared from the current conflict and their human rights be protected from any military or political struggle.

The General Electricity Company of Libya (GECOL) discussed on Tuesday the reasons for the recent total blackouts that hit the general electricity grid across Libya in July and August. A number of specialists in the field of prevention, operation, production and energy transfer presented their research and video presentations at a workshop organized by the company on public network disorders and ways to avoid total blackouts.

Local media sources have confirmed that the city of Derna is enduring the closure of most bakeries in the city after the complete depletion of flour stocks. The same sources indicated that 85 bakeries closed out of a total of 91 as a result of the siege by Dignity Operation forces, which bans any shipment of flour allocated to the city from entering.

The Vice-Chairman of the Presidential Council, Ahmed Maiteeq, is due to visit Russia to discuss Moscow's participation in the Libyan settlement and pave the way for a possible future visit by the Council's Chairman, Fayez Sarraj. The head of the Russian contact group on Libyan settlement, Liev Dengov, told Russia Today news website on Wednesday that Maiteeq will begin his journey from Chechnya where he will hold talks with Chechen President Ramzan Kadyrov. Dengov explained that talks in the capital of Chechnya will discuss Russian-Libyan relations and Moscow's participation as a mediator in resolving the Libyan crisis politically.

A group known as Saraya Nalut from the Nafusa Mountain region in western Libya released twelve young Tunisians from Tataouine Governorate who were captured by one of their patrols on Monday in the buffer zone near the Tunisian town of Dehiba, four kilometers west of the border of Libya. A Tunisian news agency reported on Wednesday that the group demanded that one of their members, who was captured last Friday by the Tunisian military border patrols in the buffer zone, be released in exchange for the release of the Tunisians.

The second edition of the Mizda International Short Film Festival was launched on Wednesday with the participation of fourteen countries, which brought a total of 48 films from Libya, Egypt, Palestine, Holland, Syria, Iraq, Germany, Turkey, Tunisia, Algeria, Mauritania and Kurdistan. The festival will continue for three consecutive days in which the participating films will be screened. The winner is to be announced at the closing ceremony on Saturday. Mizda is a town in the Nafusa Mountains in western Libya.

The British Foreign Secretary, Boris Johnson, is to head an international meeting on Libya on Thursday with the participation of representatives from the United States, France, Italy, the United Arab Emirates and Egypt, as well as the UN envoy to Libya Ghassan Salame. The British Foreign Office confirmed in a press statement on Wednesday that the meeting will focus on the latest developments in Libya. Foreign Secretary Boris Johnson had stated previously that the London meeting would aim at restricting the activities of regional countries that are adding to the chaos in Libya.

The Information Office of Mitiga Airport in Tripoli has stated that the airport’s passport control system was out of order on Wednesday without specifying the breakdown period. The malfunction led to heavy congestion inside the airport after the arrival of many passengers at the time of breakdown.  Passengers claimed that the head of Passport Control Office at the airport should bare full responsibility for the chaos inside the airport hall as he refused to allow anyone to pass without their name running through the system, which he said was in fear of wanted people entering the country and taking advantage of the malfunction.
