The US Congress has adopted the Libya Stabilization Act, which includes several penalties against those who committed financial or war crimes, smuggling, or contributed to facilitating regional interventions or money laundering.

The act orders the US President to submit a list of the names of the violators of international human rights law in Libya from all parties, within 180 days from the date of its issuance.

It also requires the Secretary of State, the Director of National Intelligence and the Secretary of Defense to submit a detailed report on the Russian presence in Libya, within 30 days of its issuance.

The US Congress Foreign Relations Committee approved amendments to the Libyan Stabilization Act on July 30, prior to it being put to a vote for approval by the committee.
