Libya was ranked 88th in English proficiency among non-native speakers.

According to an annual report released this week by the educational institute "Education First" on English proficiency for 2018, Libya came last behind Iraq, Uzbekistan and Cambodia, in its report that measures the levels of non-native English speakers in 88 countries around the world.
