The Guardian has revealed an agreement under discussion between Egypt, France, US and the UN on the distribution of oil revenues, in exchange for reopening it.

The agreement stipulates that oil revenues would not be sent immediately to the Central Bank in Tripoli, rather, be divided between three banks, which represent the three regions of Libya, with a proviso that none of the revenue would be used for military purposes.

According to the Guardian, it states that Haftar may be ready to end the blockade of the oil fields and open the road to a ceasefire as a result of these talks.
