USAID partners with PM Consulting Group on its economic plan in Libya

The United States Agency for International Development (USAID) is strengthening its economic activities in Libya through new subcontractors. Since last June, USAID has delegated some of these activities to PM Consulting Group for $735,000.

The aim of this mission is to promote economic growth, notably by supporting the private sector, and by seeking investment potential in collaboration with the Libyan government, Africa Intelligence has reported.

It said that this program also includes a public finance management component. PM Consulting has a history of working with USAID on development policy, as well as the US government's Department of Defense.

"Present in Libya since 2011, USAID has developed projects to strengthen democracy, support the electoral authority, and carry out humanitarian activities and economic development programs." The report said.

The report added that the most financially endowed mission, with a budget of $55m, supports the government in a reform of public finances.

It runs from 2019 to 2024 and is implemented by the Pragma Corporation, a consultancy that in June drafted a project for the creation of a "special Libyan supervisory committee" designed to create a mechanism for the reversion of oil and gas revenues from the National Oil Corporation (NOC) to Libyan state institutions, which never came into being.
