The second day of meetings of the Libyan constitutional talks between the committees of the House of Representatives (HoR) and High Council of State (HCS) started Thursday in an aim to reach a consensual constitution basis for elections in Libya.

The talks started on Wednesday in negative precaution as both sides are in no agreement on the agenda of the meetings at the very least, since the HoR committee insists that it will discuss only the amendments to the draft constitution, while the committee of the HCS rejects that suggestion and insists on discussing the constitutional basis for the upcoming elections.

The Special Advisor to the Secretary-General (SASG) on Libya, Ms. Stephanie Williams, said in her opening remarks that the two chambers should work to fulfill the belief of the Libyan public that says that the ultimate solution to the issues that continue to plague Libya is through elections, which are to be held on a solid constitutional basis and electoral framework that provides the guardrails for an electoral process which clearly defines milestones and timelines going forward.

A source said that the UN Support Mission in Libya prevented the media from attending the meetings of the two committees, and prevented members of the two committees from making any media statements during the meetings that would go on until April 20.
