The third meeting for the Libyan constitutional committee was held Tuesday in Hurghada, Egypt, days after the Libyan Political Dialogue Forum elected a new executive authority in Geneva.

UNSMIL said the 10+10 constitution committee of House of Representatives (HoR) and High Council of State (HCS) members discussed constitutional arrangements for general elections on December 24, 2021.

UNSMIL said the acting envoy Stephanie Williams gave an opening speech via videoconferencing technology at the meeting that will continue for three days.

Williams reiterated the need for agreeing on constitutional basis for the upcoming elections as it would be linked to the advancement of the Libyan Political Dialogue Forum's outcomes.

"If you didn't agree on constitutional arrangements, it would be negative to other dialogue tracks, especially the security and economy ones." Williams told the HoR and HCS delegations.

The new Libya UN envoy, Jan Kubis, also spoke via videoconferencing technology and hailed the work of the committee as well as the delegation of the High National Elections Commission, wishing they would reach a solid constitutional basis for elections to be held on time.

Hurghada hosted two constitutional track meetings in September 2020 and last January. The meetings resulted in agreement on holding a constitutional referendum on the draft constitution that was approved about three years ago.
