Due to a lack of quorum, the Libyan House of Representatives (HoR) has not convened a session to give confidence to the government of Fathi Bashagha to replace the Government of National Unity of Abdul Hamid Dbeibah, sources from Tobruk confirmed on Monday.
The session was supposed to be held on Monday morning but was delayed to the evening as a lot of members didn’t show up, HoR spokesman Abdullah Blehiq said, adding that the quorum is 88 members. By the evening, members of the HoR who support Bashagha's government said over 100 members were in Tobruk for the session.
Febrayer TV channel reported that HoR Speaker Aqila Saleh proposed taking the vote for or against Bashagha's government formation by phone, which is a violation of the bylaws of the HoR that demand physical presence at the HoR headquarters for voting.
The member of the HoR, Ibrahim Al-Dressi, said he and other members met with Saleh in his house Monday afternoon and agreed on dividing ministerial positions according to quota system (regional influence), adding that they had agreed to vote on the cabinet members as a one package, explaining that they divided Cyrenaica (east) region to four circles and they gave ministerial positions by consensus to all parties. He also said that those who didn't get a minister’s position got a deputy one or a director or any other high ranking position.
