Human Rights Solidarity (HRS) voiced concern over the order of the Head of the Presidential Council (PC), Fayez Al-Sirraj, to exceptionally promote military officers, including some figures whom it labels as "dubious."

HRS said in a Friday statement that some of the promoted officers still stand accused of crimes, including crimes against humanity, calling on the PC to withdraw the promotion.

"The PC order is against Law 11 of 2012 and the Libyan Political Agreement, not to mention that it is against the international law that says war crimes and crimes against humanity are imprescriptible and are not subject to amnesty." Reads the statement.

Among the officers are Masoud Erhouma and Faraj Al-Barasi, whom HRS accused of assaulting demonstrators during February peaceful protests in 2011 in Al-Zawiya and Al-Bayda cities.

"Al-Barasi was also involved in ordering the demolishing of civilians' houses in Benghazi in late 2014" The HRS's statement explains.

It adds that such an exceptional promotion for those two Brigadier Generals is more of a reward to their war crimes "and this excessively mars the reputation of the military institution in Libya."

The PC - being the Commander in Chief of the Libyan Army - ordered the promotion of 51 officers for their work in the Libyan army.

Faraj Al-Barasi was among the very first officers who joined Dignity Operation forces in Benghazi before he had defected and spoke out his opposition to its commander, Khalifa Haftar, who in return ordered his forces to arrest Al-Barasi.

To that end, Haftar's forces attacked last year Al-Barasi's house twice, leaving the latter no choice but to flee the country.
