Rogue General Khalifa Haftar has hired Canadian lobbying firm Dickens and Madson to seek support of the United States of America, the European Union, the Russian Federation, and the United Nations for Dignity Operation.

Haftar also aims to influence United States policy toward creation of a national unity government acceptable to him, according to a document published on the US Department of Justice's FARA (Foreign Agents Registration Act). 

Dictator Haftar refuses the current UN-proposed government because it strips him of his powers as self-proclaimed chief commander of Libyan Army.

"We shall strive, among other goals, to conduct lobbying, in the aforementioned governments, and specifically  the Russian Federation to obtain for you a grant or grants in aid from the Russian Federation, or some branch thereof, for security equipment, and technical support as you judge necessary," Dickens and Madson offers.

"We shall also endeavour to promote and assure favourable media attention and support for you in Western media so as t o enhance your objectives," Dickens and Madson writes in the contract.

The contract was signed on November 03, 2015, registered at FARA on July 20, 2016 and expires on April 30, 2017.

According to the contract, Dickens and Madson will receive up to $6 million for its lobbying services.

The FARA document named HoR President Agilah Saleh Issa, Abdulrazek Al-Nadhouri, Khalifa Haftar, and Murad Elshrif as principals.

Actually, HoR President Agilah Saleh Issa, Abdulrazek Al-Nadhouri (HoR Chief of Staff), and Murad Elshrif are puppets of Khalifa Haftar.

Montreal-based Dickens and Madson is run by notorious lobbyist Ari Ben-Menashe, a former employee of Israel's Military Intelligence Directorate.
