The head of the Democracy and Human Rights Foundation, member of the Libyan-American Relations Council, and the human rights activist, Emadeddin Zahri Muntasser said that Government of National Accord (GNA) has failed to fulfill its commitment, with respect to applying for the inclusion of Khalifa Haftar in the UN sanctions list.

Al-Muntasser explained in a letter to the Speaker of the Tripoli-based House of Representatives, Sadiq Al-Kuhaili and President of the High Council of State, Khalid Al-Mishri that the Democracy and Human Rights Foundation has addressed the UN Sanctions Committee, on whether it was possible to include Haftar in the international sanctions list- based on a letter from the Head of the GNA to the United Nations General Assembly (UNGA) on September 25, 2019.

He added that the response of the Committee provided that the application could be made, in accordance with the conditions and criteria set out in Resolution 1970 and under the Guidelines for inclusion in the Sanctions List; which, in paragraph 5 (b), states that the petition should be made in writing and should include two copies; one for the Chairman of the Sanctions Committee and another for the Secretary of the Supreme Committee.

Al-Muntasser called on the government to fulfill its obligations in this regard, without delay and proposed to entrust the Counselor of the Supreme Court, Ali Al-Furtiya, with the international prosecution file, because he poses legal expertise and ability to deal with foreign entities.

He also urged members of the HCS, the HoR, and all patriotic, brothers of the homeland, IDPs, families of the martyrs, the wounded, and the missing, to support this request and use all levers to force the head of the GNA to comply with this urgent national demand as soon as possible.

Al-Muntasir, last month, has requested the Presidential Council's head, Fayez al-Sarraj, to work to include the war criminal and his forces in the international sanctions list.
