The Head of the High National Elections Commission (HNEC) Emad Al-Sayeh announced Wednesday the kickoff of the Libyan elections process by registering voters and updating the electoral records.

Al-Sayeh said in a joint press conference with the UN envoy to Libya Ghassan Salame in Tripoli that the registration will take effect for the coming 60 days with possibility of extension.

He added that this step aims at saving the time that could be consumed by the electoral trainings for the upcoming presidential and parliamentary elections in Libya.

"Registering voters will be launched as per law (8) of 2013 - which formed the HNEC - and law (58) articles 2 and 3 (point 4) which all say Libyans who did not register in previous elections can do it now." Al-Sayeh explained.

He indicated that Libyans overseas can start registration by the February 01 2018, saying that even those who registered before must register now as the system will be newly updated.

"All Libyans should have their say inside and outside the country by registering their names to late exercise their right to elect. All Libyan civil societies, organizations and media outlets are invited to support the HNEC in its upcoming efforts." Al-Sayeh further explained.

The Head of the HNEC extended thanks to the UNSMIL and the International Foundation for Electoral Systems (IFES) as well as the US International Development Agency for the support they provided to the HNEC.

UN envoy Salame, on the other hand, said there are some preconditions that would entail the success and transparency of the elections in Libya because elections are meant to solve not create problems.

"There are three conditions that must exist: a technical one related to registering voters; a legislative condition related to passing a law to execute the elections on the ground, and the political condition, which is related to the fact that all Libyan parties must agree to respect the results of the forthcoming elections." Salame remarked.

He added that there would be no other solution than elections in Libya as they are part of UNSMIL's action plan.

"If the elections failed, then another round of elections will ensue, that is how I see it." Salame elaborated.

He also indicated that there should be an independent government that takes care of Libyans' living conditions and the conditions of the state institutions.

It is noteworthy that the vice head of the UNSMIL, Maria Ribeiro, signed with the HNEC's Head Al-Sayeh on the sidelines of the presser Wednesday a program to support the HNEC in technical fields and in human resources in the upcoming elections.
