The Head of the Libyan High Council of State (HCS) Khalid Al-Mishri said the Libyan Army forces under the command of the Presidential Council's government can win the Tripoli battle, yet admitted that there is a mismanagement within the circles of the army, especially in the military tactics.

Al-Mishri explained in an HCS meeting on Monday that the mismanagement is due to the fact that there is no Defense Minister and deputy minister as well as a central intelligence agency chief, adding that an HCS delegation will meet the Head of the Presidential Council Fayez Al-Sarraj to discuss these remarks.

He also said it was strange that the Presidential Council didn't appoint commanders of military zones in areas outside its control in order to work on regaining the control of those zones in favor of the Presidential Council's government.

Al-Mishri also indicated that the HCS and House of Representatives had agreed to start the process of reshuffling the Presidential Council's members to a Head and two members plus an independent Prime Minister who will head a miniature government that paves the way for elections.

In the meantime, Al-Mishri explained that he had sent letters to the African Parliament, European Parliament, Arab Parliament, Parliamentary Union of the OIC Member States and United Nations about the forced disappearance of HoR member Siham Sergiwa, calling for bringing the perpetrators to justice.
