The High Council of State (HCS) expressed perplexity that the High National Election Commission (HNEC) had approved the constitution referendum law while still being under deliberation.

"Such procedure will expose the consequent actions to constitutional appeals," HCS said in a statement Friday.

The HCS considered that the House of Representatives (HoR) had violated Article 12 of the additional provisions of the political agreement when adopted the referendum law.

"The HoR did not comply with Article 23 of the political agreement, which stipulates the need for consensus between the HoR and the HCS in the issuance of the law, in addition to its violation of article 30, paragraph 12, of the Constitutional Declaration," the statement added.

The HCS welcomed the HNEC's emphasis on the need to abide by the political agreement in the implementation of any elections.

The HNEC head Emad Al-Sayah declared in a press conference on Thursday the reception of the constitution referendum law from the House of Representative, stressing that the referendum process will commence in January next, and will continue until the end of February if the four conditions for the implementation process were highly available.

The four conditions are:

- The political agreement,

- A constitution referendum law,

- A budget to hold the referendum,

- Security.
