Member of the High Council of State (HCS) Naima Al-Hami, said on Monday that she and many of her colleagues were surprised by the recommendation signatures collected in the council's name for the prime ministerial candidates.

"The council violated the internal regulations in force, and I have submitted an official request for an investigation into the matter," Al-Hami told The Libya Observer.

"We were supposed to discuss the constitutional amendment and the names of the candidates forwarded by the House of Representatives, but the matter was never put for consultation nor voting, and we were surprised when the parliament announced the candidates' names.

According to Al-Hami, some HCS members who signed the recommendations never attended the HCS sessions, while others were absent for years.

For the third day in a row, the HCS postponed a session Monday that was dedicated to discussing the constitutional amendment agreed upon with the House of Representatives. Al-Hami said they were informed of the postponement late on Sunday night, under the pretext of security reasons.

Regarding the leaks of a meeting that grouped the HCS rapporteur Saeed Kalla, first deputy speaker of the parliament, Fawzi al-Nuwairi, Fathi Bashagha, and the son of Khalifa Haftar, Al-Hami said that Kalla was confronted with the issue during a recent session and said that there is no truth in such reports.

Protesters gathered in front of the HCS headquarters, in Tripoli, on Monday morning, accusing the council and its presidency of complicity in prolonging the transitional stages for personal benefits.
