Members of the High Council of State (HCS) and Tobruk-based House of Representatives agreed on Saturday that the Constitutional Declaration and the Libya Political Agreement signed in Skhirat, Morocco 2015, will be the reference point to any political talks.
The two parties made a joint statement following their two-day meeting in Valletta, Malta, to discuss points of contention in the Geneva talks as well the Bouznika meetings in Morocco.
"Any solutions that bypass the HoR or the HCS undermine the nascent democratic process," the statement says.
They emphasized that the referendum on the draft constitution is "an inherent right of the Libyan people," stressing their rejection to any attempts to obstruct such right by any means or party.
The statement also underscored the need to end all military presence on the Libyan soil, regardless of the parties involved.
Delegates from the HCS and the Tobruk-based HoR have been engaged lately in several meetings as part of the ongoing dialogue talks in more than one country.
