The UN Secretary General Antonio Guterres identified Tuesday a number of steps to be necessarily taken in Libya to consolidate a permanent ceasefire in the country, outlining the future role of the UNSMIL.

In a report to the Security Council on Libya, Guterres said the ceasefire in Libya should be accepted by all parties and by all of ordinary Libyan people, adding that Libyans should also agree on the implementation methods of the ceasefire as well as the level of support the country needs from the international community.

"A lasting ceasefire needs support from regional and international stakeholders. All member states of the Security Council must abide by the arms embargo on Libya as well as other resolutions." Guterres indicated.

He added that there should be meaningful reforms in security in Libya, with necessary dismissal and disarming of some groups and reintegration of others, saying this could be done by unifying the military and police with standards of good conduct to be held by all personnel.

"Achieving a lasting peace will need monitoring by the UN and full support by the Libyan parties, including support in security, logistical, administrative and technical fields. The Security Council should mandate monitors of the Libyan ceasefire". Guterres added.
