The Egyptian President Abdel Fattah El Sisi proposed "Cairo Declaration and Cairo Initiative" to resolve the Libyan crisis in the presence of Khalifa Haftar and Tobruk-based House of Representatives Speaker Aqila Saleh on Saturday.

El Sisi announced the "Libyan-Libyan" initiative in a joint press conference in Cairo without any representation for Government of National Accord at all and said it called for a ceasefire on June 8, 2020, then elections for a presidential council by the Libyan people under the auspices of the UN, in addition to the departure of all mercenaries from Libya, dismantling "militias and giving their weapons to the Libyan Army" and resuming the 5+5 military talks.

The initiative proposed political, security and economic tracks and said that elections for a new Presidential Council should have fair representation of the three regions in Libya, as Sisi reiterated that Egypt rejects the military solution in the country and that escalation can hev serious consequences in the region, saying only a peaceful solution can stabilize Libya.

Haftar, who suffered a crushing defeat in western Libya, said in the joint press conference that the solution necessitates an end to the Turkish intervention in Libya, forming new Presidential Council and unity government that would be approved by the HoR, and a dialogue for all Libyan tribal elders except the armed militias.

Haftar asked El Sisi for more efforts to oblige Turkey to stop transferring arms and mercenaries to Libya and to return all the fighters who came to the country back to their home countries, saying the security of Libya is vital for neighboring and regional countries.
