The presidential candidate and Prime Minister, Abdul-Hamid Dbeibah, said in a seminar titled "Role of Women in Political Process" in Tripoli that Libya elections must be based on three stages and the lack of one of them led to the failure of December 24 vote.

Dbeibah said the first stage is a constitution so Libyans can refer to, and the second is laws that can ensure fair and credible elections, while the third stage is assurances of acceptance of the election results.

Dbeibah criticized the preparations for elections without first completing the requirements for the vote, adding that the current laws of elections are made to fit certain candidates and say that parliamentary elections would be held after presidential elections' results are ensured in "a way for derailing the vote".

"The second stage of elections, the election process itself, doesn't have equal assurances for all candidates, especially in visiting all cities in Libya to campaign before the vote. The government was prevented from visiting Al-Kufra to meet with the people there and when we sent Interior Ministry vehicles to south Libya, they were stolen and prevented the representatives from going to their final destination." Dbeibah explained.
