The Head of the High National Elections Commission (HNEC), Emad Al-Sayeh, confirmed Wednesday to the Speaker of the House of Representatives, Aqila Saleh, their readiness to hold elections on December 24; technically speaking.

The remarks were made in a meeting for the two sides in Al-Qubba in eastern Libya, where Saleh refused all kinds of hindrances to holding elections on time, naming the attempts to put the "controversial constitution draft" to a popular referendum or making up conditions for holding elections to create chaos and confusion.

Meanwhile, the High Council of State earlier passed a referendum legislation and called on the HNEC to start the process, accusing Al-Sayeh of prolongation because of agendas that reject the constitution draft that was approved by the Constitution Drafting Assembly.

Last week, 51 members of the House of Representatives called for endorsing the constitution draft as a temporary constitution for four years so elections can be based on it, and then it could be amended by an elected legislative authority after the end of those four years. A proposal that was approved by the High Council of State, saying it's better than the proposed constitution basis by the Libyan Political Dialogue Forum, which he said was "unelected".

It's worth mentioning that Saleh and many of Khalifa Haftar's loyalists insist on passing the constitutional basis instead of the draft as the latter has chapters that prevent Haftar from running for president.
