The Head of the Libyan Presidential Council Fayez Al-Sarraj said in a televised statement on Saturday that without a permanent ceasefire in Libya, any talks about the rest of tracks outlined by Berlin conference would be a mess as "no negotiations will make sense under the airstrikes and bloodshed."

He added that the ceasefire means that all IDPs can return home and all military operations are stopped with assurances that the capital or any other cities won't be a target in the future.

Al-Sarraj said they would remain cautious as "the aggressor isn't a peace partner in Libya as he broke all previous agreements such as those in Paris, Palermo and Abu Dhabi, adding that Khalifa Haftar is only after power even if all the Libyans paid for it with their own blood.

"The ceasefire violations increased since the recent UN Security Council resolution. The attacks on civilians in Tripoli haven't ceased since." He said, reiterating that his government is defending itself and that it has signed security and military agreement with Turkey in public not in the shadows like the other party, which is recruiting mercenaries to kill his own people.

He also said that his government is prioritizing the support for the fighters on the frontlines as military conditions have improved, saying they are developing the security and military institutions in cooperation with "friend countries", referring to the recent partnership with IS-based firm "Jones", which he said would help Libya recover its security institutions.

The Head of Presidential Council also considered the oil blockade as something that would lead to a disaster, saying deficits could reach state employees' salaries and fuel subsidies.
