The Head of Libyan High Council of State Khalid Al-Mishri told the UN envoy to Libya, Jan Kubis, in a meeting in Tripoli on Tuesday that the House of Representatives (HoR) didn't abide by the political agreement regarding issuing elections' legislations.

Al-Mishri added that the HoR's legitimacy is based on the Libyan Political Agreement not 2014 elections, adding that if the HoR violated the agreement, it would lose its legitimacy.

The two sides also reviewed the latest developments in the Libyan Political Dialogue Forum as well as the constitutional basis and elections' legislations, as Kubis reiterated the continued support of the UNSMIL to the High Council of State's committee that was formed to communicate with the HoR about the proposals for elections' legislations.

Al-Mishri said the committee it had formed to communicate with the HoR about the proposals for elections' legislations finished some laws and would present them to the High Council of State for deliberation before sending them to the HoR for consensus.

The HoR said more than once that it was preparing to pass elections' legislations without consulting with the High Council of State.
