Among the overnight decisions signed by the member of the Presidential Council of the UN-proposed government, Fathi Al-Mijibri, he appointed Brigadier General Abdelkader Al-Tuhami as a Chief of the Illegal Immigration Fight Center (IIFC) in Libya.

Al-Tuhami was a notorious officer at the Gaddafi’s regime Foreign Security Department and he is still one of the suspects for the British authorities from the Anti-Terrorism Department in Scotland Yard in shooting dead the British officer Yvonne Fletcher in front of the Libyan Embassy in London in 1984.

“Al-Tuhami was considered the main suspect in the shooting of Fletcher by British detectives, as he was part of the security team inside the embassy, and he was an expert in using weapons, but they kept his name off the light until 1985, when they reached a conclusion on his name.” Documents posted by the Daily Mail on November 08, 2009 shows.

In March 2001 a team of four British MPs came to Libya to persuade authorities to turn the suspects in for trial, and in May 2002 a team from the Anti-Terrorism Department of Scotland Yard came to meet the suspects, but both, coupled with a third attempt in 2006, failed as two of the suspects plus Al-Tuhami were ministers at the time; namely, Matoug Matoug and Abdelkader Al-Baghdadi, who couldn’t be brought to criminal interrogation.

The IIFC was formed as per the ordinance 642 for 2016 by the Presidential Council (PC) and Al-Tuhami was appointed as per the ordinance 643 of the PC, which shows that the formation of the IIFC was issued simultaneously with the appointment of Al-Tuhami.

This murky step comes as part of the made by Al-Mijibri unilaterally as he was appointed as temporary Head of the PC while Fayez Al-Serraj is away attending his daughter’s fancy wedding party in London.
