The head of the Sabratha Military Council, Colonel Taher Al-Gharabli, stated that the decision of the President of the Presidential Council of the UN proposed government to form seven military zones in Libya is a step away from the more important demands of appointing a Chief of Staff. He added that the appointment of such a position is by far the most important step at this critical stage experienced by Libya.

Al-Gharabli was quoted as saying “I wished you had assigned a military force instead so as to repel the Egyptian aggression on the city of Derna."
