The head of the Misrata-Tawergha Dialogue and Reconciliation Committee, Youssef Al-Zarzah, has confirmed that the delay in the return process of the Tawerghan IDPs to their town is due to contravening the instructions of the town's representatives in the Misrata-Tawergha reconciliation agreement, holding the Local Council of Tawergha and civil society institutions responsible for the return disruption.

In a statement on Sunday, Zarzah said that the committee was surprised by the large number of returnees who arrived in one go, viewing it as a breach of the Misrata-Tawergha agreement by the Local Council of Tawergha, and contrary to the security plan, which requires a gradual return of the families.

Zarzah insisted that all terms of the agreement should be implemented before resuming the return process.
