The prosecutor of the International Criminal Court (ICC) Fatou Bensouda has renewed the call for immediate arrest and surrender of the senior Libyan commander, Mahmoud Al-Werfalli.

The body of a 15-year-old boy – Hamza Al-Kilani Al-Saiti, was found on Tuesday with marks of torture and gunshots at the Safsafa (Willow) Project area in Gawarsha, western Benghazi.

Unknown gunmen have murdered a civilian man in Benghazi, medical sources reported. Officials from Al-Jala Hospital said the gunmen sprayed the man with bullets in Al-Salmani neighbourhood for unknown reasons.

Al-Ahli Tripoli FC confirmed Tuesday that they will not allow any satellite channel to air their hosted matches. The club also declared rejection to the agreement signed by the Libyan Football Federation with satellite channels to air the Premier League matches this season. The Libyan Football Federation announced last Monday that Premier League matches will be aired on three channels as well as the newly prepared Libya Sports Channel that was to have full production rights.

The Italian Foreign Minister, Angelino Alfano, stated on Tuesday that Libya is in need of the presence of a unified security force, under the authority of the Presidential Council and subject to civilian authorities, to fight ISIS group. Alfano, according to the Italian news agency AKI, said that his country is awaiting with full interest the Libyan road map to be presented by the UN envoy to Libya, Ghassan Salame, to the United Nations on September 20.

A meeting took place between the Mayor of Sirte, Mukhtar Madani, and Director of the National Security Directorate, Siddiq Bin Saud, to discuss the obstacles that face the Directorate and its security services in their daily routine. The meeting, according to the Facebook page of the Information Office of the Municipality of Sirte, stated that those present also discussed the necessity for officers to return to their positions and to deliberate actions to be taken place against those who are not present on the job. Earlier, a large security meeting held in Sirte to discuss the reactivation of the role of the security services and the need to address issues like the new phenomenon of repeated theft of public buildings and educational institutions.

A meeting was held between the President of the Presidential Council, Fayez Sarraj, the Minister of Education and a number of finance officials to discuss problems related to the delay in payments of scholarships for students studying abroad. The meeting reviewed justifications presented by the Central Bank of Libya for not transferring the payments. Earlier, the Minister of Education and Governor of the Central Bank of Libya exchanged accusations regarding reasons for the delay of the second quarter payment for students studying abroad, which has not been paid for weeks.

The first plane returning from Medina Airport in Saudi Arabia filled with pilgrims arrived at Misrata International Airport on Tuesday morning. According to the official Facebook page of the Libyan Red Crescent, Misrata branch, Red Crescent volunteers were on hand to assist the Hajjis and provide them with all the necessary services especially that among the Hajjis were wounded persons and amputees.

The mayor of Sabha, Hamid Khayali, confirmed the presence of several foreign gangs within the oasis city in southwestern Libya. Khayali added that those gangs are outlaws who are out of control and their presence cannot be prevented as long as security forces and prison services are absent. He explained that the militant gangs that are present in the city are from Africa and other foreign countries who "found a country without its people", as he put it, pointing out that the price of a liter of fuel in the city has increased dramatically as a result of fuel smuggling and poor security conditions.

The Vice Chairman of the Presidential Council, Ahmed Maiteeq, met on Tuesday with the head of the European Union's Border Assistance Mission in Libya (EUBAM), Vincenzo Tagliaferri. During the meeting, held at the Prime Minister's Office in Tripoli, both sides discussed the work of the mission in Libya and projects it has put in place regarding the border security in cooperation with relevant authorities in Libya. EUBAM reported that Libya’s border management, security, and criminal justice were reviewed during the meeting.

A delegation of doctors from an array of health centers as well as Misrata Central Hospital visited Nalut, a twon at the western end of the Nafusa Mountains. During a period of 6 days, the doctors treated 874 patients and performed approximately 50 operations. The medical team, consisted of twenty doctors in various specialties, arrived in Nalut on September 05 on a trip coordinated by the Misrata Medical Union, the Municipality of Nalut and its public hospital.
