The Egyptian Minister of Petroleum and Mineral Resources, Tariq Al-Molla, has confirmed that the Egyptian oil sector is ready to contribute to the rehabilitation of oil and gas facilities in Libya in the framework of maintaining the strategic dimension of joint relations between the two countries. Al-Molla made these comments during a meeting with the Chairman of the National Oil Corporation (NOC) Mustafa Sannallah on Tuesday. A statement made by the NOC declared that the meeting dealt with discussions on the technical needs of the Libyan oil sector in which the companies affiliated to the Egyptian Ministry of Petroleum contribute to as projects for the rehabilitation of infrastructure of oil and gas networks, their maintenance as well as the construction of new reservoirs and technical services. Technical training and specialized conferences and exhibitions were also discussed.

An image published by Amnesty International on its social media platforms has sparked anger amongst Libyans, who described it as an incitement to violence and hatred against Libya and Libyans. A number of commentators on the image expressed their surprise at the publication by an organization claiming to defend human rights in a way that is offensive to Libyans, not to mention relying on what they referred to as fabricated reports that objective investigations have yet to prove credible. The Arab account of the organization on Twitter and Facebook published an image depicting a mobile phone with the words “in Libya you can buy two people for the price of this phone”.

The Chairman of the Presidential Council, Fayez Sarraj, and his accompanying delegation, arrived in the Ivory Coast city of Abidjan on Tuesday to participate in the African-European summit, which begins on Wednesday. On the sidelines of this summit, Sarraj will hold several meetings with a number of leaders of the participating countries, during which he will discuss various issues of common interest and ways to strengthen the friendly relations and coordinate positions on the issues at the summit.

One motorist was killed and two others wounded in an exchange of fire between angry motorists at an overcrowded petrol station in the mountain city of Gharyan, western Libya, Local sources reported. The two wounded drivers were hospitalized in Gharyan Hospital and said to be in a critical condition. Other petrol stations saw fist fights and arguing, which led to their shutdown for fear of an added deterioration to the security situation. Petrol stations in most cities in the western region became unexpectedly overcrowded while officials of state-run Brega Oil Marketing Company attempted to reassure civilians that there is no shortage in fuel describing motorists’ panic as unjustified.

The Illegal Immigration Agency repatriated 140 illegal migrants from Nigeria via Mitiga Airport in Tripoli on Tuesday. The head of the Information Office of the Tripoli branch of the Agency, Hosni Abuayaneh, said that the repatriation process was carried out in coordination with the International Organization for Migration (IOM) and added that the migrants included a number of children and women. He pointed out that the number of repatriated illegal migrants from Mitiga Airport since the beginning of 2017has reached 9700.

Member of the High Council of State, Mansour Al-Hasadi, has called on the UN envoy to Libya, Ghassan Salame, to visit the eastern city of Derna to assess the situation suffered by the people of the city. Al-Hasadi said in a statement that he stressed the necessity of urgent intervention to alleviate the suffering experienced by the civilians, explaining that his invitation to the UN envoy came after the last briefing presented by Salame in the Security Council in which he referred to the siege of Derna.

The head of the Tunisian Observatory for Human Rights, Mustafa Abdel Kabir, said in a press statement on Tuesday that the Wazen-Dahaiba border crossing between Tunisia and Libya will soon be reopened. Abdel Kabir stressed that coordination is continuous between the Tunisian and Libyan sides in order to find an agreement to reopen the crossing as soon as possible, adding that a memorandum of understanding is being drafted that requires certain actions in case of any future problems. He pointed out that the Libyan side calls for the drafting of a common law on the movement of goods at the crossing to be applied in the event of any future problems to avoid future closure of the border.

The French President, Emmanuel Macron, began a visit to the capital of Burkina Faso, Ouagadougou, on Tuesday and stated that he would present European leaders with a political initiative prepared by Paris to evacuate “persecuted” Africans in Libya. Macron did not give any hint as to the content of the French initiative. He was quoted as saying "I propose that Africa and Europe should come to the rescue of forcibly detained people in Libya by providing massive support to evacuate those at risk", referring to media reports of African migrants being sold in Libya.

The Speaker of the House of Representatives (HoR), Aqila Saleh, has called on the Central Bank of Libya (CBL) to meet in Tobruk on December 5th to discuss monetary policy tools. Saleh added in a statement issued on Tuesday that the meeting will discuss the exchange rate of the dinar against foreign currencies and how it can be changed to a balanced price. Saleh stressed that the HoR is the legislative authority of the Central Bank of Libya, which is legally authorized to summon the CBL Board of Directors depending on the economic situation.
