A source from the Shura Council of Derna reported on Monday that their forces had targeted positions of Dignity Operation forces with heavy artillery in the southern part of the city. The source said the attack came in response to the frequent shelling of Dignity Operation groups on residential neighborhoods in Derna, which caused panic and alarm among the people. Earlier, so-called Battalion 321 of Dignity Operation bombed the western entrance of Derna with heavy artillery.

A verbal altercation at the Benghazi Medical Centre has developed into an exchange of fire that caused extreme panic among the staff, patients and visitors of the centre. Sources from the centre said that one of the involved parties began shooting randomly at the entrance of the emergency department, resulting in injury to at least two people who were present at the time. The shooter, who has been identified as a military person, was arrested by security guards and was referred to investigation, according to the source.  The injured people received medical treatment before leaving the hospital.

The Foreign Ministry of Presidential Council has condemned what it described as "inhumane acts” against some African migrants who were allegedly exposed to torture in Libya. In a statement, the Foreign Ministry said that the Presidential Council issued instructions to investigate any acts of shame that affect the dignity and integrity of African migrants, calling on the security and justice authorities in the country to conduct a prompt investigation in these violations and bring the perpetrators to justice. The Ministry also pointed out that this issue is of great concern to the international community, calling on it to support the Libyan investigative bodies in order to combat transboundary organized crimes, which live on the blood of the weak and the needy.

The Minister of Education has issued a decision to suspend a teacher in Tripoli from work and to refer him to the disciplinary council for severely beating a student at the school. In a press statement on Sunday, Minister Othman Abdul-Jalil said that the teacher concerned exceeded the limits of the punishment prescribed by law and reached the extent of severe beating incompatible with human and moral values, causing significant physical and psychological damage to the student. Abdul-Jalil apologized to the student and his family and encouraged parents to report on any abuse against their children in the educational institutions. Last November, the Ministry of Education issued a decree prohibiting the use of beatings and violence of all kinds against pupils in schools.

Benghazi Medical Centre said that it had received three unidentified bodies with traces of torture and gunshots. A source from the centre said that the bodies were handed over by local citizens who found them dumped in Hawari district on Monday morning. The incident comes two days after another body of a young man was found in Hawari district with visible signs of torture and gunshots as well. Numerous abductions and killings have been continuing in Benghazi with impunity, where the bodies of victims are found in scattered locations in varying numbers. The most horrific was the discovery of 36 bodies in Abayar town, east of the city late last October.

Zuwara Security Directorate said that it had detained 186 illegal immigrants after receiving information indicating the presence of abnormal movement in one of the buildings inside the city. On its Facebook page on Monday, the Directorate clarified that the immigrants were from different African nationalities who were waiting to be smuggled to Europe. On Sunday, the Directorate arrested a Moroccan national after raiding a house in Abu Kamash area, noting that the house has become a focal point for illegal migration where equipment required for such acts including passports, identification cards for several people of African and Arab nationalities and mobile phones were seized.

The French Embassy in Libya said on Monday that the French government had donated about 300,000 euros to the World Health Organization in 2017 in order to support health facilities in the cities of Kufra, Sebha, and Ubari in southern Libya. The embassy explained that France guarantees through this reliable partner (WHO) that aid will reach those in dire need. France is one of the main contributors to the financing of the Libyan Stabilization Fund, run by the government of the Presidential Council, the United Nations Support Mission in Libya and the United Nations Development Program.

The Director of the General Department of Coast Security at the Ministry of Interior, Brig. Tarek Shanbour, said that a maritime maintenance centre is to be established in the port of Khoms city, east of Tripoli, soon. Shanbour -who is also the head of the Libyan-Italian Operations Room for Combatting Illegal Immigration and Smuggling- explained that work is under way to be implement the project in the coming days in cooperation with Italy and the European Union. He added that a field visit to Khoms Port will take place in the coming days to define and inspect the appropriate place in terms of space and location. The maintenance and repair work of Libyan boats and marine equipment is currently being conducted in Tunisia and Malta.

The Italian ambassador to Libya, Giuseppe Perrone, said that his country's support to Libya comes with the approval and measures of the Libyan state represented in the Presidential Council and that does not represent any breach of Libyan sovereignty.  In a meeting with the member of the Presidential Council, Abdel Salam Kajman, in Tripoli on Monday, Perrone explained that they are coordinating to implement a humanitarian assistance program in southern Libya at the request of 20 municipalities from the south. He clarified that the aid will include medicines, medical equipment and generators, noting that the Italian approach is based on supporting Libya to restore security. For his part, Kajman insisted on the importance of strengthening the relations between the two countries and in assisting Libya in its efforts to achieve stability.
