The High Council of State (HCS) has called on the International Committee of the Red Cross to help lift the siege on Derna city in eastern Libya. In a letter signed by the two Derna members, Mansour Al-Hassadi and Hassan Estaitah, the HCS called on the President of the International Committee of the Red Cross, Peter Maurer, to intervene to allow urgent humanitarian needs and fuel into the city, and to facilitate the entry and exit of families. The HCS also called on the Red Cross to help visit those held outside the rule of law by Dignity Operation's militias and to ensure they have contact with their families, in addition to push on disclosing the fate of missing persons from the city.

Three turbines at Khums power plant have stopped working, the General Electricity Company (GECOL) reported on Monday. The company said that the halt process will cause the loss of 500 megawatts of the total output, affecting the performance of the electrical grid and increasing the hours of power outage. The company attributed the standstill of the turbines to the inability of two tankers loaded with light and heavy fuel to come ashore Khums port, due to bad weather conditions.

The head of the Gas and Fuel Distribution Office in Brega Oil Marketing Company, Milad Al-Hajrisi, said that the company had appealed to the Ministries of Interior and Defence to secure the fuel trucks on the road from Misrata oil depot to Sabha in southern Libya. In a press statement, Al-Hajrisi said that after being unable to use Misrata-Sabha route, a consignment of fuel is underway to be delivered through an alternative road from Tripoli to Zawiya and on to Sabha depot. He pointed out that the fuel crisis in the south could be resolved within 5 days if the shipment was to depart from Misrata depot, while from Tripoli the process will extend to 15 days.

Two men from Tawergha IDPs have died at the camps set up in Qarara Al-Qataf district, while a third one was taken to Tripoli Medical Center in a serious condition due to the severe temperature drop there. Member of information office of Tawergha IDPs, Mahammad Radwan, told Cairo-based Bawabt Al-Wassat news website that they have recorded two death cases, one of a 60-year-old and another 53-year-old because of high blood pressure. He added that a third case was transferred to the Tripoli Medical Center suffering from high blood pressure and a stroke, due to the low temperatures in the western region these days.

Foreign Minister of Presidential Council, Mohamed Saiyal, held talks with his Turkish counterpart, Mevlut Cavusoglu, in Istanbul on Monday over the return of Turkish companies to Libya to complete the suspended projects. During a meeting on the sidelines of the Turkey-Africa Second Ministerial Review Conference in Istanbul, Saiyal emphasized the need to bring back Turkish companies to Libya to complete the stalled projects including the infrastructure, construction and housing. He pointed out that the value of contracts entrusted to Turkish companies amounted to $ 20 billion in 2010, which included supply and contracting in all fields of development and construction.

The National Oil Corporation (NOC) has praised the decision of the Attorney General to issue arrest warrants for more than 144 fuel smugglers in the western region. In a statement, the NOC insisted that it will continue to provide periodic reports and information on smuggling operations carried out by criminal gangs to the Attorney General's Office, and that it is eager to see all perpetrators, who have committed crimes against the Libyan people, be brought to justice. It noted that on top of the list are Ibrahim Jodran and all who have supported him or colluded with him in closing the oil ports.

The spokesperson of Zuwara Security Directorate, Hafez Muammar, has denied news reports about arresting a group of people preparing to carry out a bomb attack in the city. In a press statement, Muammar said that there are fake pages on social networking sites that intend to use the Directorate’s name to post "false news", calling on media agencies to be more accurate and objective before posting news that could undermine the security of the country and intimidate citizens. Earlier, some social networking pages circulated news claiming that Zuwara Security Directorate had arrested a group of Egyptian workers who were intending to blow up targets inside Zuwara.

The member of the High Council of State (HCS) Abdelrahman Al-Shatir said the Libyan Political Agreement (LPA) is “in clinical death positions” and it will end before the end of 2018, saying on Twitter Monday, after a meeting with the Italian and French ambassadors to Libya, that the EU is not serious in tackling the Libyan crisis and only rushes to issue “negative statements.” He also said that he had urged the two ambassadors to hold a meeting for the two parties of the conflict to end the current dilemma. Al-Shatir urged earlier the UN envoy to Libya, Ghassan Salame, to invite the Heads of the HCS and House of Representatives’ dialogue committees to a meeting for deciding the fate of the country and a way out of the crisis as per the LPA.
