The Chairman of the General Electricity Company of Libya (GECOL), Abdul Majeed Hamza, met with the Korean Ambassador to Libya, Kim Young-Chae, and the General Director of the Hyundai Corporation on Monday. The meeting came as part of a series of attempts to attract foreign companies to resume their work in Libya, which would boost the ailing electricity grid in Libya. The meeting focused on stalled projects in the Gulf of Sirte as well as the western region of Tripoli and Zueitina, which would contribute to resolving the problem of power outages in many Libyan cities.

The Italian news agency AKI reported on Monday that the Italian Interior Minister, Marco Minniti, described the controlling of the southern border of Libya and the routes of migrants crossing the Mediterranean as critical, not only to address illegal immigration but also in combating terrorism. Speaking at a seminar on immigration at the European Parliament in Brussels, Minniti stressed that the hypothesis that foreign fighters who poured into conflict zones from some one hundred countries to fight with ISIS in Syria and Iraq, would now after their military defeat attempt to return to Europe by blending in with illegal immigrants, and this cannot be ruled out, according to AKI.

The High Council of State (HCS) has tasked its standing committee to begin meetings and discussions to reach practical solutions in the selection process of the names for the seven sovereign positions, in accordance with Article 15 of the Libyan Political Agreement. Article 15 stipulates that the HCS, in accordance with the House of Representatives (HOR), shall appoint the incumbents of these positions, including who will be the Governor of the Central Bank of Libya and six other positions. A letter signed by the Second Deputy President of the HCS, Mohammed Amazab, called on the standing committees to provide the HCS with the results they have reached in crystallizing a common vision for the HCS to work within an institutional framework that serves the public interest.

The World Health Organization (WHO) office in Libya announced on Monday that it had provided two mechanical ventilators with their accessories to the Traghan Hospital, southern Libya. According to the office’s official Facebook page, the two ventilators will support the intensive care unit in cases requiring spontaneous respiration, noting the aid supply was provided by the Central Emergency Response Fund (CERF). The office confirmed their commitment to sustained support for the health sector throughout Libya, pointing out that the town of Traghan is one of the most vulnerable areas regarding medical services in Libya.

The head of the Administrative Control Authority, Naser Hassan, directed a statement on Monday to the Chairman of the Presidential Council, Minister of the Interior, Chairman of the National Oil Corporation, Chairman of the Board of Directors of Brega Oil Marketing Company, Chief of the Petroleum Facilities Guard and Chairman of the Crisis Management Committee of the Oil Sector, warning them to curb the smuggling of fuel from Libya. Hassan also demanded that all the security and police forces should carry out their duties inside Libya, at the land borders and at sea, to stop wasting Libya`s resources, calling for cooperation with the information office of the Brega Oil Marketing Company to declare their stance on this issue.

The head of the High National Elections Commission, Imad Sayeh, stated that the commission will hold a press conference on Wednesday to announce the start of the first stages of the electoral process to be organized in 2018. The first stages include the process of voter registration, calling on all local and global media outlets to cover it. Sayeh also said in press statements that the press conference will be shared with the head of the United Nations Support Mission in Libya, Ghassan Salame.

The Sabratha Revolutionaries Brigade (SRB), which belongs to the Sabratha Military Council, has announced that they will return to the city with all of their equipment in the coming days. The SRB explained in a statement posted on their official Facebook page that they have expelled the members from their ranks who are wanted for crimes and will not enter into any confrontations when returning to Sabratha except for those who take up arms against them. It also said that they will not violate the privacy of any land or home, and added that they support all the security services in the city, including the return of Gaddafi regime loyalists who are not wanted for any crimes. The SRB and Sabratha Military Council forces withdrew from the city in mid-October after battles with the Wadi Unit as a result of what they described as a response to the public opinion in the city.

The President of the High Council of State (HCS), Abdulrahman Suwaheli, has stressed that the call for holding elections in Libya is a sovereign decision, which can only be made by the HCS and the House of Representatives in accordance with the terms of the Libyan Political Agreement (LPA) and no internal or external party has the right to interfere. During his meeting with the Dutch Ambassador to Libya, Eric Strating, at the headquarters of the HCS in Tripoli on Monday, Suwaheli stressed that his proposal for a call for early elections in the event of stalled negotiations to amend the political agreement still exists, reiterating the position of the HCS in support of the continuation of the political process, and their wish to succeed in the negotiations to amend the LPA in order to achieve balance and full partnership with the House of Representatives, leading to an end in the political divide, which will in turn alleviate the suffering of Libyan citizens.
