The head of the Supreme Judicial Council, Mohamed Hafy, announced the solidarity of the judiciary with proposals contained in the program of the Central Bank of Libya (CBL) to deal with the economic and financial crisis. This came after a meeting of the heads of the judiciary committees, along with the head of the supreme courts, and a team from the CBL, headed by Saddiq Kabir. The announcement affirmed the support of the judicial system for the economic and financial reform program and considered it an important rescue plan. Hafy affirmed that this reform should be backed by all Libyans.

The economic adviser to the Tunisian Prime Minister, Rida Saidi, confirmed his country's support for joint investment projects with Libya to contribute to its reconstruction. He pointed out that these projects are expected to start work during the coming period. He also pointed out that the Tunisian-Libyan trade exchanges have not been interrupted in recent years, with several investment institutions active in Libya during the past period. Saidi stressed Tunisia's strong support for the peace process in Libya and the reconstruction of the country, adding that Libya is an important economic and commercial market for Tunisia, and vice versa.

Algerian Foreign Minister, Abdelkader Messahel, warned of the redeployment of ISIS millitants returning from Syria and Iraq in the areas of Libya and African Sahel countries. Messehel stressed that security reports revealed that there is already movements of ISIS groups towards the region. He stated during his speech at the forum on combating terrorism on the African continent, in Algeria, that the large numbers of African fighters will return to their countries of origin or to African territories in general, in light of the decline of military success in Syria and Iraq. The Algerian Minister also revealed that the terrorist groups obtain large financial resources, enabling them to reorganize themselves time and again, in addition to their ability to recruit and attract new fighters to their ranks.

The High National Elections Commission (HNEC) has confirmed that citizens are continuing to register in the voters' records, after announcing the start of registration last Wednesday. The HNEC revealed that the number of new registrants up until Monday morning was 2660 voters who submitted their statements and were confirmed within the registrars. The head of the HNEC announced at a press conference in the presence of the UN envoy to Libya, Ghassan Salame, the opening of the registration process for voters, which lasts two consecutive months, for new numbers of voters to be added to the pre-registered in the previous electoral records for the elections of the House of Representatives in 2014.

The relief committee in Qatrun town in the southern part of Libya, distributed food aid provided by the Sheikh Taher Al-Zawi Charity Foundation. A source at Al-Amal Association, which oversees the distribution of aid, said that the aid was distributed to 400 families registered on lists of needy families in the region. The source also said that the aid consisted of food stuffs as well as other items that are difficult to provide in light of high prices and lack of financial liquidity, noting that priority was given to the distribution of families of orphans and widows, in addition to families with low incomes.

The Speaker of the House of Representatives, Aqila Saleh, met with the head of the High National Elections Commission (HNEC), Imad Sayeh, on Monday at the headquarters of the parliament. The media advisor to Aqila Saleh, Fathi Marimi, said that the meeting discussed several issues related to the upcoming electoral process for presidential and parliamentary elections in Libya. Marimi added that they stand by the elections, adding that those present discussed the laws governing the elections by the House of Representatives, and the possibilities of the HNEC and its readiness to oversee the conduct of the electoral process.

Medical sources from Benghazi have stated that four Dignity Operation fighters were killed and 10 others injured in clashes in the Sidi Khribish district since the beginning of December. The sources said three fighters were killed by a sniper fire while the fourth one was killed in a mine explosion. Dignity Operation fighters are facing heavy resistance from the fighters of Benghazi Shura Council stationed in the area. It is worth noting that the district of Sidi Khribish and its surroundings are witnessing increase in armed clashes of various types of weapons for days, as well as airstrikes from time to time.

The UN envoy to Libya, Ghassan Salame, said on Monday that the significance of his roaming between the Libyan cities is to communicate directly with the residents and listen to their opinions and advice, so as not to remain exclusive to some without others. Salame said during a meeting in Gharyan on Monday with representatives from the municipality, local institutions, members of the House of Representatives and the High Council of State, that the direct communication with people of the country in their cities, towns, universities, institutions and hospitals is “the oxygen I breathed in my work” so as not to stay exclusive to small groups, adding that this was the reason he was in Gharyan.
