Consultations were held between the Presidential Council (PC) and the United Nations Support Mission in Libya (UNSMIL) on the United Nations Strategic Framework (UNSF) in Libya for the period 2019-2020. The UNSMIL explained that the UNSF constitutes a renewed partnership between the UN and the Government of Libya, and aims to work towards a more sustainable path to development, prosperity, peace, and security. The UNSF aims at decreasing humanitarian aid dependency by developing the capacity of state institutions to respond to the crisis. The United Nations Resident and Humanitarian Coordinator, Maria Ribeiro, stressed that the main objective of the United Nations is to support the Libyan government to achieve its national priorities.

The Media Office of Dignity Operation announced that its air force had struck two separate sites in the southern region on Saturday night. The aircraft targeted what they described “criminal gangs in Tmassa town”, in addition to other groups said to be affiliated to “the Chadian opposition” in the palm forest east of the region of Tarbo. The Media Office said “the airstrikes come within the operation of securing the south and imposing law and order in the region.”

A member of the Libyan Constitution Drafting Assembly, Daw Al-Mansouri, said that the briefing of the UN envoy to Libya, Ghassan Salame, to the Security Council was "disappointing." On his Facebook page, Mansouri clarified that the briefing draws on "impressionist views and politicians who are not in their interest to complete the foundation track,” pointing out that “the outputs of the briefing will further lead to an endless transitional stage.” "Elections without a constitution are nothing more than a re-manufacture of a dictator in a democratic dress," Mansouri remarked, adding that such steps amount to a mockery to the will of the Libyan people who have the inherent right to self-determination through a referendum on the draft constitution.

Chairman of the Presidential Council, Fayez Al-Sarraj, has called on the committee formed to follow up the situation of the South to elaborate an urgent and short-term action plan to ensure the provision of services to the southern region. Reviewing the committee's report and assessment of the situation in the southern region following the field visit they conducted two days ago, Al-Sarraj called on the committee to continue its tasks until all of the south basic needs are met. Sabha city is witnessing armed clashes between the tribes of Tabu and Awlad Suleiman, which led to the death and wounding of dozens and waves of displacements during the last period, according to the Information Office of the Presidential Council.

The Municipal Council of Gharyan has denied news circulated by local media outlets claiming the Council's intention to extend its mandate, stressing its unwillingness to do so. In a press release, the Municipal Council stated “we have addressed the Ministry of Local Government several times about holding new municipal elections, most recently in July of last year without receiving any response.” It also explained that its current term expires on April 12, insisting that it is keen on the smooth functioning of the democratic process.

The European Union has extended the sanctions imposed on the former General National Congress President Nuri Abu Sahmain, the head of Salvation Government Khalifa Al-Ghawiel and Speaker of the House of Representatives Aqila Saleh, for an additional six months. In a statement issued on Friday, the European Union stated that the extension decision was adopted due to the instability of the situation in Libya, which requires restrictive measures against the persons mentioned, according to the statement. The European Union imposed in March 2016 a travel ban and freezing of assets on Abu Sahmain, Al-Ghawiel and Aqila Saleh, for “obstructing the Libyan political agreement.”  The main rejectionist and spoiler of the political agreement Khalifa Haftar was excluded.

Salam Society for Charity and Relief (SSCR) has distributed humanitarian aid and food supplies to 250 families of Tawergha IDPs residing at Qarara al-Qataf camp. The aid was distributed in cooperation with Bani Walid Local Council. The SSCR spokesperson, Haitham bin Lamah, said “the aid aims to alleviate the suffering and difficult conditions experienced by the Tawergha IDPs in the camp”, stressing that the humanitarian situation inside the camp remains difficult despite the assistance provided by a number of local and international associations. Some officials described the conditions inside the camp as catastrophic after a number of tents in the camp were brought down by strong winds that engulfed the region in the past few days.

Korean company, Daewoo, team along with the team of Hyundai company arrived in Tripoli's Mitiga airport on Sunday. Daewoo technicians will visit Zueitina power plant project and Hyundai team will pay a visit to western Tripoli steam power plant for scheduled work. The two teams were received by a number of General Electricity Company officials. GECOL said in a statement that the arrival of the two teams in Libya is aimed to resume work and tests for the two plants’ projects, adding that other teams will be arriving in Libya gradually in the coming two days.
