The High National Elections Commission (HNEC) has announced the requirements for registering Libyan voters abroad.

The requirements included a valid email, a phone number in the country where the citizen is residing, a Libyan National by law, 18 years old and above and a National ID number.

Sources reported Sunday that a newly installed makeshift camp for Tawergha IDPs in Garart Al-Gatef area between Bani Walid and Tawergha was attacked by gunmen.

Local media also reported Libyan Relief Authority's sources as saying that gunmen driving armed vehicles stormed into the camp and fired gunshots in the air, stealing an ambulance of Bani Walid Hospital on their way out.

Member of the Municipal Council of Tajoura, Mohammad Jamhur, said Saturday that the Presidential Council had approved the establishment of a hospital for the diagnosis and treatment of kidney diseases at the headquarters of former military camp 101 in the area Ghoat Romman in Tajoura.

In a press statement, Jamhur clarified that the inhabitants of the region demanded the camp site to be used as an educational and health facility instead of exploiting it for military matters.

He added that part of the 4-hectare camp will be allocated to build a technical engineering college and a faculty of renewable energies, in addition to another part which will be devoted for building a hospital of diagnosis and treatment of kidney disease, insisting that the hospital would be the first of its kind nationwide and will provide its services to all Libyans alike.

The Central Bank of Libya (CBL) has announced that the first stage of online payment project via cell phones "Sadad" (Payout) has finished in coordination with Madar Telecommunications.

The CBL said in a statement that they started the second stage, the digital bank account, and then they will finish up the cell phone-linked system for payments and connect it to commercial banks.

The CBL launched the new service in coordination with Madar Telecommunications last October in order to allow users pay and exchange money via smart phones.

The Governor of the Central Bank of Libya, Siddik Al-Kabir, said that the next stage will witness a more prominent role for private sectors and the strengthening of service activities in addition to boosting the wheel of economy and industry in the country.

During his participation in a workshop held in Tripoli on Libya's economic and financial reform program, Al-Kabir explained that the low participation of the private sector in economic activities has negatively affected the economic and financial process in Libya.

Al-Kabir warned that the economy in Libya is of a rentier nature that depends entirely on oil as a single income, and which is exposed to an external and internal pressure every now and then.

A number of citizens of Zawiya city have held a protest to demand the release of their sons detained in Saudi Arabia.

The families of the detained called on the Presidential Council and its government to shoulder their responsibilities towards the Libyan nationals abroad.

They also demanded the disclosure of the fate of their sons and the reason for their arrest.

The head of the Local Council of Zawiya, Najib Al-Bashti, said earlier that the Ministry of Foreign Affairs had made contact with Saudi Arabia to reveal the fate of the detainees, but found no response to their calls.

The World Bank Group has ranked Libya in 185th place out of 190 countries in its report on the Ease of Doing Business Index for 2018.

The report published on the World Bank website determines the appropriateness of the regulatory environment to start and manage local companies.

According to the classification, Libya was just five places away from being at the bottom of the list, after Yemen, southern Sudan, Venezuela, Eritrea and Somalia.

The Undersecretary of Education, Adel Jumaa, announced Saturday that the ministry issued a decree exempting the children of martyrs, missing people and those who were disabled as a result of the uprising of the 17th of February from paying tuition fees.

In a press statement, Jumaa said that the Ministry of Education agreed to the request submitted by the Association of the Families of Martyrs and Missing Persons to exempt those mentioned from paying for school education.

Public schools and universities in Libya are free of charge for Libyan students except for the purchase of textbooks and for students who wish to obtain master's and doctorate degrees from the Academy of Graduate Studies.

A member of the Reconciliation Committee between Misrata and Tawergha, Abulqasem Abu Sheibeh, said that a meeting was held Saturday in the city of Misrata at the senior levels, in addition to the Follow-up Committee, the Central Region Protection Force and the coordination committee of the Local Council of Tawergha.

In a press statement, Abu Sheibeh explained that the meeting was for coordinating the mechanism for the return of the people of Tawergha to their hometown and to communicate with the concerned parties to ensure a safe return.

Earlier, Misrata Military Council, the Council of Elders of Misurata and the Municipal Council, called for the postponement of the return in order to achieve an inclusive political reconciliation between both sides before going forward with the return process.

Sao Tome and Principe has agreed to hand back Libyan investments, which it had previously nationalized, to the Libyan state.

According to the Information Office of the Libyan Foreign Ministry, Prime Minister of Sao Tome and Principe Patrice Trovoada confirmed his country's approval to return the Libyan investments, including a mineral water bottling factory and the coffee farm that included a coffee processing factory.

The Libyan News Agency quoted Trovoada as saying during a meeting with Foreign Minister Mohammed Sayala in Addis Ababa that Sao Tome and Principe is ready to receive a government delegation from Libya to discuss these investments and projects and complete the restitution process.
