The former US special envoy to Libya, Jonathan Winer has confirmed the appointment of Wafa Bugaighis as Libya’s Ambassador to the USA. "Charge Wafa Bugaighis finally became Ambassador to the United States after presenting her credentials to President Trump”. Winer tweeted on Friday. Bugaighis was among the delegation accompanying Chairman of Presidential Council Fayaz Sarraj in his visit to the USA on Friday.

The administration of Al-Hasawnah water system of the Man-made River said Sunday that water supplies have been restored to the capital Tripoli since Saturday.  In a statement, the administration said that work is going on smoothly and the supply rate will continue to increase gradually for three days until the water returns to its normal rate.  The main control room earlier confirmed the reopening of the valves, which were closed by an armed group loyal to the former regime, without giving details of how they ended the crisis, which came in a surprise and without previous introductions.

he Italian Foreign Minister, Angelino Alfano, has called on all actors in Libya to engage in the dialogue process and efforts to bring stability to the country.  Alfano reaffirmed his country's support for the action plan of the UN envoy to Libya, Ghassan Salama, to overcome the Libyan crisis during a meeting with Vice Chairman of the Presidential Council, Ahmed Maitiq, on the sidelines of the third Med-Mediterranean Dialogues in Rome. He also condemned all forms of violence, stressing at the same time the importance of activating the bilateral economic partnership, with reference to the initiatives presented by Italy in the field of capacity building, development and cooperation in the field of infrastructure, and in particular the reconstruction of Tripoli International Airport.

The Management and Investment of Sports Facilities Company has declared that it would not incur responsibility for exposing football fans to danger if they were allowed to attend matches at Tripoli International Stadium. In a letter addressed to the Chairman of the Competitions Committee of the Libyan Football Federation, the company said that after forming a committee to check in the safety of the stadium, their report confirmed the presence of serious breakdowns and signs of wearing in the reinforcing steel stands and lighting poles. "Therefor, these aspects make it impossible to receive the masses on this playground; for the sake of safety," the letter said. Earlier, The Libyan Football Federation addressed the Competitions Committee to allow the return of football fans to the stadium during the second round of the Libyan Football League.

The head of Fuel and Gas Crisis Committee, Milad Al-Hajrisi, said in a press statement on Saturday that the petrol crisis, which extended for five days now, has come to an end. The committee praised the joint efforts by the various security and service providers, in addition to the fuel stations who continued working around the clock throughout the crisis, all had a significant role in overcoming the problem that ended on Saturday. Al-Hajrisi assured that the Committee in cooperation with Brega Oil Marketing Company will look into the needs of filling stations to cover the deficit in diesel fuel, noting that a new process to supply the stations with diesel fuel is on its way.

The Institute of Gamal El-Din Mellady for Music and Theater in Tripoli hosted the first meeting of the youth of Tawergha on Saturday, December the 2nd.  The event was attended by the Head of the Local Council of Tawergha and several young people from the town residing in different cities in Libya. The youth teams made a presentation of the work they have done over the past years, including research papers and study projects, while others were also honoured in the age groups between 18 and 32 for having that creative edge.  The event also included a dialogue session, which addressed the obstacles of creativity among young people and to look into their causes and review proposed solutions.

The head of the activation committee of security services in Sirte, Zarouk Asuiti, said that they have received information that ISIS is regrouping in the valleys south of the city. Asuiti repeated his demand for the government of the Presidential Council to accelerate the support of the security services in Sirte, complaining of lack of the simplest equipment that enables them to stop the extension of ISIS. He called on the international community to stand with the government to support security institutions in order to prevent ISIS from returning to the city.

The United Nations Support Mission in Libya (UNSMIL) said it had recorded a decrease in civilian casualties in the country during the month of November. The UNSMIL reported in its monthly report 16 civilian casualties - six deaths and 10 injuries. Among the victims were five men killed and five wounded. One woman was reported injured and one child killed, while four other children were injured. The report revealed that the majority of civilian casualties were caused by gunfire, followed by explosive remnants of war or other unexploded ordnance, while only one injury was recorded caused by shelling. The Mission also documented 6 civilian casualties in Benghazi, 4 in the Al-Khums, and only one case in each of Sirte and Wirshiffana.

The Director General of the International Organization for Migration, William Swing, said that the IOM is committed to the voluntary and safe repatriation of more than 15 thousand immigrants staying in the shelters in Libya to their countries before the end of this year. In a report published on Friday, Swing said that the IOM is expanding its program of humanitarian voluntary repatriation of migrants to their countries of origin to include migrants who are outside the shelters and willing to return. The report pointed out that this step comes in support of the European Union and African Union plan of alleviating the migration crisis in Libya.
