Human Rights Solidarity has documented 531 victims of violence in different Libyan areas from January to August 2017. In a report issued on last Thursday, the human rights body said that abduction victims reached 55% out of the incidents, followed by 40 % in murder and assassination incidents.

The Sabratha reconciliation committee said Friday that negotiations were still underway with the IS Fighting Room for a ceasefire in the city, while the Brigade 48 had agreed to it and expressed willingness to stop the fighting.

The Infantry Brigade 301 of the Ministry of Defence stated that one of their patrols tasked with securing the highway in Al-Zahra area was attacked on Friday night by a barrage of bullets from an unknown source without causing any injuries. The brigade added that this attack comes after the arrest of an infamous liquor dealer, which rises the suspicion that his gang could be guilty of carrying out the attack.

The Minister for Foreign Affairs, Mohamed Sayala, called on embassies which are operating from outside Libya in what he referred to as "Distant diplomacy" to join the Italian embassy and start their work from the capital Tripoli. Sayala said in a press statement that he and Italian Foreign Minister Angelino Alfano held important discussions on issues of developing relations to implement agreements concluded between the two countries to achieve the best interest of the Libyan citizens. Sayala stressed that among issues discussed with Alfano was the return of Italian flight lines to link Libyan airports with Italian cities after the first stage of facilitating European visas was made available to Libyans.

The head of the National Oil Corporation (NOC), Mustafa Sanallah stated during a meeting with MPs from the southern region, that the NOC and Brega Oil Company have began implementing urgent plans to aid the southern regions with fuel. Sanallah stressed that the first steps will begin on Saturday and the plan is to continue until fuel shortages are overcome.

The General Electricity Company in Libya (GECOL) announced on Thursday that the fourth unit of the Ubari Electricity Generating Station has started operating without any problems. GECOL stated that this functioning unit is an important step towards covering the electricity deficit in Libya and finally overcoming the problem of power cuts. GECOL had previously announced initial operational testing at the station after the first light-fuel trucks arrived and pumped their fuel into the station's tanks.

Chief of Dignity Operation Khalifa Haftar has declared to Corriere della Sera that there is no concrete evidence against Mahmud Al-Werfalli, the serial killer who has committed several summary executions. He said in an interview with the Italian newspaper that he had ordered forces to arrest Al-Werfalli, although there is no evidence against him. He also stated that he respects human rights laws and the authority of International Criminal Court in The Hague saying "Horrific crimes are committed every day in Libya, why is the spotlight being focused on Al-Werfalli". Al-Werfalli has committed more than 10 summary executions on camera and the ICC issued an arrest warrant against him on charges of committing war crimes.

The Presidential Council condemned in the strongest terms the killing of Sheikh Khamis Esbaga and Abdullah Nattat as they returned from a reconciliation meeting in the city of Mizdah. In a statement issued on Friday, the Presidential Council reaffirmed that these criminal acts are contrary to all humanitarian principles and values. The Presidential Council called on all Libyans to confront abusers of their homeland's security and stability.

The Department of the Implementation and Management of the Man Made River Industrial Project sent a special team to the area of ​​Tazirbu to inspect the phenomenon of land sinking in the region. The department stated that it commissioned specialized teams to research the phenomenon of land drift and sinking, which occurred recently in the area of ​​ Tazirbu, in southeastern Libya. The department confirmed that the decision of commissioning the team is a continuation of efforts made by different scientific team in the past, to identify the causes of this phenomenon, and assess all possibilities that may cause them.

The Libyan Fatwa House has offered condolences to the families of the murdered reconciliation delegation from Bani Walid, Sheikh Abdullah Nattat and Sheikh Khamis Esbaga, in addition to their two companions, who were killed by gunmen in western Libya on Friday. The Fatwa House highlighted in a statement the importance of reconciliation among Libyan people, and reminded officials in the country to assume their responsibilities and speak out loud against killings, assassinations and abduction. It also recommended the Public Prosecutor and security agencies to work tirelessly to identify the perpetrators who seek to destabilize security and stability in the country and those who finance them.
