A minor earthquake struck the eastern town of Marj on Saturday, local residents reported. The residents said they felt the tremor at 9:00 pm local time. A German earthquake monitor, GEOFON, reported that the 3.9 magnitude earthquake had a depth of 2km. The earthquake frightened the residents, but there have been no reports of injuries or structural damage.

Winds and heavy rain is expected to hit the coastal and mountainous regions, western Libya, starting from Saturday. The head of the Information Office of the National Meteorological Center, Mohammed Sibai, said that heavy rains are expected to fall on a number of cities in the western region. Temperatures in the mountain areas could fall to 11 degrees and 19 degrees at coastal cities. Sibai added that the heavy rains will cause a strong gale force winds in the valleys and urged livestock herders and residents in the area to take caution.

A Lebanese judicial investigator, Zaher Hamadeh, has issued an arrest warrant in absentia against the head of the external security agency and previous Foreign Minister of the Gaddafi regime, Moussa Kousa in relation to the disappearance of Moussa Sader, at the request of the Attorney General at the Lebanese Courts. According to Lebanese media reports, after investigation into the case, it had become apparent that Koussa had participated in the kidnapping of Sader and his two companions, then impersonated their travel to Italy. The Lebanese judiciary has recently issued an arrest warrant against Abdel-Salam Jalud, who was known as Gaddafi`s right hand man during the period of the former regime.

Brega Oil Marketing Company announced that the fuel tanker Anwar al-Khaleej landed at Benghazi oil port on Friday, loaded with 15 thousand tons of diesel fuel as well as 9692,127 tons of kerosene fuel. The company explained that the pumping and unloading of the kerosene in the company's Ras Al-Mungar storage was initiated by the use of ground pipes. The diesel product will then be pumped and the time for the operation to be completed is expected to take 72 hours.

A Strategy Management team in Zliten Municipality organized a general meeting to develop a vision and strategy for future development of the municipality on Thursday. The meeting comes at the end of an intensive training program organized by the International Governance Academy, under the patronage of the Municipal Council of Zliten. The meeting was attended by a number of Mayors and representatives from the neighboring municipalities. It ended with discussions on important points that focus on the work of the team in developing the vision and strategic objectives to be achieved.

The Office of World Health Organization (WHO) in Libya has organized a workshop in Tunis on prevention and control of incommunicable diseases. The organization explained that consultations focused on identifying and addressing current gaps and challenges facing primary and secondary health care services, in order to enhance the capacity of Libyan cadres to help tackle chronic diseases, which last for long periods and develop slowly, such as heart diseases, stroke, cancer, diabetes and lung diseases.

The head of the Russian contact group on Libya, Lev Dengov, has stated that his country does not believe that the time is right for lifting the arms embargo imposed on Libya by the United Nations. Dengov told the Italian news agency Nova that it is premature to lift the ban until a central authority and consensus was formed on who should lead and control the Libyan armed forces. The head of the Russian contact group stated that the delivery of any new weapons to opposing Libyan parties would lead to an escalation in the current conflict and would no doubt create a real arms race in the country, stressing the need to prevent that from happening under any circumstances.
