Sooq Al-Jumua municipality urged the prime ministry, water resources and local governing ministries to take the necessary measures and resolve the accumulated water on the roads so that the suffering of people ends. The municipal council said Thursday that the water issue is related to the government’s negligence toward infrastructure projects that have been signed years ago, adding that inadequate budgets and funding are also reasons for this crisis. “Since no budget was given for January and February for the municipality, there will be no ability for ending the disastrous situation in the flooded roads.” It added.

Member of Tawergha local council Abdelnabi Bu Araba said Friday that the reconciliation agreement between them and Misrata that was endorsed by the Presidential Council last June has not been implemented because there has not been sufficient funding for the agreement’s articles by the government. Bu Araba added that there should have been financial assistance to those who were harmed by the displacement from Tawergha, besides for the rebuilding of the city. He also indicated that next week, there will be a meeting between IDPs affairs minister, local governing minister and local council of Tawergha, municipal council of Misrata and the dialogue committees of the two sides, in addition to a PC representative in order to ink the mechanism by which the agreement shall be executed.

Murzuq municipality in southern Libya has received two intensive care ambulances from UNDP through an EU-funded project which aims to improve access to essential services, create jobs and entrepreneur opportunities, and increase security and rule of law in the country. The UNSMIL reported that Murzuq General Hospital, which currently provides health services to 65,000 people living in the city, will be using these ambulances to transport patients from Murzuq to neighboring villages. “We are tremendously grateful for this contribution of the European Union to our municipality. Thanks to the ambulances that UNDP transferred today, the city council that I preside will be able to improve our services delivery.” Murzuq mayor Ibrahim Al-Shawish said while receiving the ambulances.

The deputy head of the Presidential Council Ahmed Mitig met with the Ukrainian ambassador to Libya, Mykola Nahorny, and discussed commercial and economic cooperation between the two countries. The Ukrainian ambassador confirmed that his country was willing to ramp up cooperation with Libya, saying their embassy office will soon be opened in Tripoli, besides resuming direct flights between Libya and Ukraine, according to Mitig’s Facebook page, adding that Ukraine wishes to reactivate the agreements between the two countries on all levels.

The High Council of State (HCS) said the selection of new governor for the Central Bank of Libya (CBL) is not only a violation of the Libyan Political Agreement but also is a complication of the current political issue in Libya, adding in a statement that the unilateral decision needs going back to Article 15 of the LPA to be fixed. It added that is ready to form a committee to select sovereign posts’ incumbents, calling on the House of Representatives to for a similar one, saying it is looking for uniting the institution without regard to persons, “but the base for that should be legal,” the HCS added.

The UN envoy to Libya Ghassan Salame met Thursday in Tunisia the newly selected governor for the Central Bank of Libya Mohammed Al-Shukri, the UNSMIL said on Twitter. The UNSMIL said earlier that the appointment of Al-Shukri as a new CBL governor as it goes against the LPA Article 15, which says the High Council of State and the House of Representatives (HoR) must consult before selecting incumbents of sovereign posts.

The UNHCR has evacuated 162 highly vulnerable refugees from Libya to Italy, including unaccompanied children and women who had been held captive for extended periods of time. Receiving the immigrants, the Italian Interior Minister Marco Minniti said “Today is a historic day: a humanitarian corridor from Libya to Europe has opened for the first time, Italy’s news agency Aki reported Friday. It added that the Italian Chapel attributed the facilitation of the arrivals from Libya and their protection to the “tragic conditions” they were experiencing, together with thousands of immigrants in Libya migrants’ centers.

The Head of the media office of the General Electricity Company of Libya (GECOL) Mohammed Al-Takouri said they only received from the government 20% of the budget of 2017, adding that service teams are working on fixing the power stations as seaweed had penetrated most of the refinery apparatuses of the power generators following the bad weather conditions in Libya, thus leading to power outages. It also added that the issue also led to more load shedding hours in the country, explaining that the GECOL cannot estimate the number of outage hours as the staffers are still fixing the damages.
