Member of the Libyan High National Elections Commission (HNEC), Abdul Hakim Bakhir said the commission is waiting for funding from the Presidential Council (PC) to commence with the constitutional referendum process.
"The commission needs to import sensitive materials and to train more than 35 thousand electoral commission staff, in addition, to carry out awareness campaigns and election advertising," Bakhir explained.
He also emphasized the need to prepare a comprehensive security plan for securing the polling stations and headquarters before the start of any electoral process.
