The US Foreign Affairs magazine said that Khalifa Haftar is Libya's problem but being a US citizen puts him under the American law of war.

The magazine added that the US can steer Libya from hostility to peace by preventing external interference, securing oil facilities, and imposing sanctions on Haftar, an aspiring authoritarian who has hurled the country into a civil war and damaged the political process.

The negotiations should not include Haftar or those close to him because he had previously used negotiations as a means to gain power, the magazine added, urging Washington to convince pro-Haftar Arab countries to get him out of the political scene.
