The European Commission has denied having plans to establish hotspots inside Libya, under EU supervision, to protect migrants in the country.

UNHCR spokeswoman, Natasha Bertaud was quoted by the Italian news agency AKI as saying "it is not possible to discuss the establishment of migrant hotspots in Libya due to the lack of appropriate security conditions that grantee the safety of migrants".

She pointed out that the European Border Guard and Coast Guard does not have the authorities to intervene outside the EU borders, only in the event of an agreement with the country concerned.
