The member of the Libyan Constitution Drafting Assembly (LCDA), Nadia Omran, stated that the draft referendum law voted on by the High Council of State (HCS) came as a result of the continued communication by members of the LCDA with members of the HCS to indicate the risks that will result from holding elections before a referendum on the draft constitution.

Omran also stated in a press statement on Sunday that the House of Representatives, in accordance with the constitutional declaration, is obliged to issue a referendum law and can not invoke the judiciary for not issuing the referendum law because the ruling issued by the court in Bayda is a temporary suspension, not a ruling to cancel or bypass the referendum.
