Minister of Education, Othman Abdul Jalil has apologized to the student, Safa Thaer Hammad, for not including her name in the top ten graduates of the General Certificate of Secondary Education GCSE, for being a non-Libyan citizen.

"It has been found that a previous administrative act prohibits non-Libyan students to be included in the top ten graduate lists of the GCSE," the ministry explained in a statement Sunday.

The minister said that he considers this act unjust, stressing "this will not be accepted in the new Libya".

He also confirmed that the issue had been rectified by including the student's name in the top ten graduates for this year.
