Amnesty International said that armed groups and security forces in eastern and western Libya continued to commit war crimes and human rights abuses throughout 2018 with impunity.

In its annual report on the human rights situation in the Middle East and North Africa, Amnesty said that clashes between rival militias led to an increase in the number of injured civilians and the detention of thousands without any judicial proceedings.

It also noted that the prevalence of torture and other ill-treatment in state prisons and detention centres run by armed groups contributed to the breakdown of law and order and the collapse of the judicial system.
