The Head of the High Council of State (HCS), Khalid Al-Mishri, in a letter to Stephane Williams, the acting head of the United Nations Support Mission in Libya (UNSMIL), stressed that the need for the Audit Bureau to complete its external audit of the Central Bank of Libya (CBL) is legitimate.

Al-Mishri explained to Williams, that the HCS considers that the proposals by the Audit Bureau are relevant and that the requirements and stance of the Bureau are specifically linked to maintaining national sovereignty.

He went on to explain that the entire aim of such an audit, was to make a full and transparent disclosure, in a manner that would preserve Libyan wealth.

Al-Mishri's letter came in light of Williams' previous criticism of the Audit Bureau, accusing it of obstructing the review process.
