The Governor of the Central Bank of Libya (CBL), Sadiq Al-Kabir, said that the reliance of the chairman of the Presidential Council (PC), Fayaz Al-Sarraj, on the use of the ‘emergency law’, in demanding the CBL to restart selling dollar to citizens, was unjustified.

Al-Kabir explained in a letter to the President of the Supreme Judicial Council that according to his understanding, this ‘emergency law’, was specifically passed in order to combat the COVID-19 Pandemic.

He said that the ‘emergency law’ should not be used for purposes other than that for which it was designed, in order to preserve the basic principles of the state system, the rule of law and the separation of power, indicating that misuse of it, may digress from its original purpose.
